The Goleta City Council will be given a presentation on Measure D renewal and then discuss the subject at its regular Monday evening meeting on March 20, 6 PM. The presentation will be at 6 PM (worth seeing if you haven’t yet) and the discussion will be at 6:45 PM with 2 hours scheduled for it.

Please come and speak up for commuter rail, transit, walking, biking and Safe Routes to School. If you only attend one meeting this year, let this be the one. Measure D will set our transportation policy for a generation to come.

Some points to make:

• Goletans have a strong desire to keep their community livable by developing transit, walking, and biking. The draft general plan expresses strong support for transit. Now is the time to put our purses where our mouths are.
• Transportation is an environmental issue of the first order. The Goleta City Council in general has taken an environmental stance. Now is the time for the city council to listen to this key constituency of theirs, the environmental community.
• On the SBCAG board, Goleta has come to be seen as closely aligned with North County interests that favor growth and road building. Is that where the people in Goleta want to be?

Here is the platform of the Coalition for a Fair Measure D, a group that includes all the major environmental organizations on the South Coast:

1. Measure D is a sales tax, not a gas tax. It is paid by all people, regardless of whether they use a car or not. Therefore, it needs to benefit all segments of the population and all modes of transportation. It needs to provide for regional and local transportation systems that are balanced and multi-modal.
2. We oppose extending the current formula, known as the 70/30 split. We believe a better formula is necessary to reflect today’s priorities and future needs.
3. The new formula must contain substantial designated allocations for:

• Local and regional transit, including long distance buses and rail, covering both capital and operating expenses.
• Pedestrian and bicycle infrastructure and maintenance, including Safe Routes to School projects and programs.
• Support of Travel Demand Management (TDM) programs.

Beginning in late-August community meetings will be scheduled at which the 101 In Motion team and SBCAG staff will make presentations about the alternative packages selected independently by the TAG and the SAC. Members of the public are invited and encouraged to attend these meetings and offer input on which alternative packages should move forward for further analysis.
